Ilya L. is a congregational planter with Chosen People Ministries who is presently establishing Rock of Israel Congregation among 80,000 first-generation Russian Jewish people in Philadelphia. This minstry will reach out to the older generation of Russian Jews in Russian, and to the younger generation of americanized immigrants in English.

Ilya is a Russian Jewish immigrant from Ukraine. He grew up in Odessa, where he became a believer in 1992. Almost immediately he became involved in bringing the Gospel to his Russian Jewish people. He has served for several years with congregations in New York, Virginia, and Florida, and received a Master of Divinity degree from Reformed Theological Seminary in Orlando, Florida and an M.Phil. degree in Bible Interpretation from Stellenbosch University.

His wife Pnina was born in Israel and immigrated to the United States with her family in 1989. Ilya and Pnina met at a messianic congregation in New York. She is fluent in Hebrew and English and possesses a good command of Russian.

Ilya has started Rock of Israel, a Messianic congregation that will replicate itself and reach several major Russian Jewish communities, in the United States, Ukraine and Israel.
